根据我的理解展开说：

test statistic 就是你计算的一个指标，可以从这个指标出发来判断一个null hypothesis是否应该被reject。

这个指标的选择不是固定的，而是根据你对population的假设的概率分布的了解和你所需要判断的hypothesis的类型。

在你的这句话里面，你选择的指标就是point estimate和 hypothesized value的difference。

point estimate 是用sample data算出来的对于population的某个特性的best guess。比如一般用sample mean作为population mean的最佳估计。

比如：

sample mean=0.4

hypothesized value=0.9

test statistic = 0.9-0.4=0.5

rejection rule:

  test statistic > 1 reject

那么你的结论就是fail to reject
